We, the people, retain rights not listed — and among them is the right to build, to belong, and to thrive. The 9th Amendment affirms it: "Rights not listed belong to the people." The 14th Amendment demands it: "Equal protection under the law." Housing justice is not a privilege — it is a retained right.
